A summary of the approach used for Westmorland and Furness Council’s Tenant Perception Survey 2024/2025.

All providers must publish a summary of the survey approach used to generate the 12 Tenant Perception Measures. This must be made clearly available alongside the results of the measures by providers of social housing.

All of our Tenant Perception Measures were measured following the specific descriptions and calculations outlined by the Regulator of Social Housing and following the advice and guidance set out in the Tenant Survey Requirements and Technical Requirements publications.

A) Summary of achieved sample size (number of responses)

B) Timing of survey

7th December 2024 to 31st March 2025

C) Collection method(s)

A mixed method of collection was offered to tenants to ensure the survey was accessible.

This included:

  • A paper copy of the survey being sent to all tenants in our Winter Newsletter as a ‘pull out piece’ with a pre-paid envelope
  • A letter and survey being sent to all tenants in January with prepaid envelopes
  • Drop in sessions were held at local community centres across our main housing estates to provide a face to face offer
  • By telephone 
  • By internet submission 

D) Response method summary

0.6% completed the survey by telephone

0.6% completed the survey in person at drop in sessions

79.2% returned the survey by post

19.6% completed the survey online

E) Summary of the assessment of representativeness of the sample against the relevant tenant population

This includes reference to the characteristics against which representativeness has been assessed.

All dwellings are general needs dwellings let on social rents. There are no individual schemes let on separate terms or rent models that would have a material impact on satisfaction scores.

We assessed representativeness against locality as we have 2 main localities within which social housing is located. The stock type varies significantly as the stock in Eden is all located on one mixed tenure new-build housing estate, whereas the stock in the Furness locality is traditional stock located across various social housing estates. Table 1 shows the results of the assessment.

The survey responses by locality were representative of the overall tenant population based on the survey responses received. 

We also assessed representativeness against age profiles. Table 2 shows the results of the assessment.

The sample was not deemed to be representative against the relevant tenant population for 2 of the 4 age bands used. 

Weighting was therefore applied to responses across the tenant perception measures for those age bands deemed to be under or over represented. 

F) Any weighting applied to generate the reported perception measures

This includes a reference to all characteristics used to weight results.

Weighting was applied to the tenant perception measure responses for the two age bands that were materially over or under-represented as set out below.

The two age bands are 25-44 and 62+

Not applicable as this was carried out in-house by Council staff.

We did not exclude any households.

The required sample size was met.

J) Type and amount of any incentives offered to tenants to encourage survey completion

All tenants who responded to the survey were entered into a draw to win one of four £50 Love to Shop vouchers.

K) Any other methodological issues likely to have a material impact on the tenant perception measures reported
