Local Restrictions Support Grant - for specific business types trading during Tier 2

Barrow Borough Council was placed in Local COVID Alert Level High (Tier 2) on the 17 October 2020.  This lasted for 19 days before the national ‘lockdown’ restrictions applied.

This support is for businesses that were not legally required to close but are severely impacted by the localised restrictions on socialising put in place to manage coronavirus. 

Local Restrictions Support Grant - for specific business types trading during Tier 2, is aimed at hospitality, hotel, bed & breakfast (where Business Rates apply) and leisure businesses.

Grant funding will be provided on a rolling 28-day basis for as long as the Tier 2 restrictions apply.  For periods less than 28 days, the grant will be reduced pro-rata to the number of days the local restrictions apply.

Grant funding is provided in the following tiers:

A) £934 per 28-day period for businesses occupying hereditaments with a rateable value of exactly £15,000 or under on the date of commencement of the local restrictions.

B) £1,400 per 28-day period for businesses occupying hereditaments with a rateable value over £15,000 and less than £51,000 on the date of commencement of the local restrictions.

C) £2,100 per 28-day period for businesses occupying hereditaments with a rateable value of exactly £51,000 or above on the date of commencement of the local restrictions.


In order to qualify for this grant businesses must have been established and trading prior to the introduction of the local restrictions.  Businesses in administration, businesses that are insolvent or where a striking off notice has been made are not eligible for funding under this scheme.

Specific businesses subject to national closures since 23 March 2020 will not be eligible for this funding.  Grants will be paid under a separate scheme for those nationally mandated business closures.

Businesses must confirm that they are eligible for the grant scheme and must confirm that, by accepting payments, recipients are in compliance with State Aid rules.

Businesses must notify the Council if they no longer meet the eligibility criteria at any point in each 28-day grant cycle period.

This grant income is taxable and must be included in the tax return of the business.

The Council will not accept deliberate manipulation and fraud.  Any business caught falsifying their records to gain grant money will face prosecution, any funding issued will be recovered, as may any grants paid in error.

The Council will undertake pre-payment checks to combat the risks of fraud and payment error.

Businesses will be informed of the outcome of their application.  There is no right of appeal.

State Aid

The Local Restrictions Support Grant counts towards State Aid.

Payments count towards the total de-minimis State Aid you’re allowed to get over a 3-year period - €200,000.  If you have reached that threshold, you may still be eligible for funding under the COVID-19 Temporary Framework.  The limit for the framework is €800,000.
