not considered to be a comprehensive list of parking
situations. If you need further help, please contact Parking
Services at Barrow Town Hall.
On-Street Parking
Check the restrictions of the parking place in which you are
parked. Each individual parking place is denoted by both a
sign giving the restrictions and road markings. Do not look
at the sign across the road but the one within the markings of the
bay in which the vehicle is parked. There are various
restrictions which may be different across the road or further down
the road to those where the vehicle is parked.
Remember to return to the vehicle within the time restrictions
of the parking place in which the vehicle is parked.
Disabled Badge Holders
All relevant badge details must be clearly displayed.
Blue Badges must be displayed with the area showing the
wheelchair symbol, expiry date and serial number,
not with the photograph showing.
Disabled badges must not be used for parking in loading bays,
or where there is an on-street loading ban (denoted by yellow kerb
markings), taxi bays, bus stops, pedestrian crossings or school
crossings or across a dropped kerb.
All details on how the badge must be displayed and where they
can be used are shown in the booklet issued by the DETR The Blue
Badge Scheme, these booklets are issued with all disabled badges
but if a further copy is required, one can be obtained either from
Social Services or the Parking Services office at Barrow Town
Hall.
For further information on the Disabled Person's Badge Scheme
and other mobility-related issues, visit the Department for
Transport website at
http://www.dft.gov.uk/topics/access/.
Resident Permit Holders
Check on the accompanying conditions of use where the permit
is applicable and can be used. Ensure that it is displayed
correctly in the windscreen of the vehicle, with all the details
clearly shown.
When renewing or applying for an Annual permit you must
produce the following documentation:-
- The vehicle registration document showing the vehicle
registered at your address
- Your current domestic council tax document (if you pay by
direct debit, keep the document for use throughout the year)
Loading Bays
Loading Bays are situated at various points in the town and
are available to business users and the public alike. They
are there to assist persons who need to load or unload.
Loading/Unloading is defined as an item or items heavier or
bulkier than one person can carry, irrespective of value. It
only applies to pre-ordered items and does not account for time to
select and purchase goods.
Car Parks
Read the instructions on the pay and display machine and the
tariff board alongside each machine.
The majority of pay and display machines in the Borough
require the user to enter the numeric part of their vehicle
registration number before inserting the money. If you do
insert the money first, it will fall through to the back of the
coin reject tray.
Ensure that the last coin has dropped and registered on the
display before the green button is pressed to issue the pay and
display ticket. Pressing the green button before all the
money had registered could result in less time being bought than
you intended.
Check the details are printed correctly on the pay and display
ticket.
From the 1st November 2010 car park users will also be able to
pay for their parking via mobile phone technology with
RingGo. RinGo is a quick and easy to use mobile phone
service, which lets you pay for your parking with a credit or debit
card rather than using cash at a machine. When you park your
car simply dial the standard rate number shown on the machines and
pay for your parking over the phone. You no longer need to carry
change, you done have to visit a parking pay and display machine
and you don't need to walk back to the vehicle with a pay and
display ticket, the Civil Enforcement Officers check which vehicles
are parked via their hand held units.
Once you have made your first call and registered your details
with RingGo, any subsequent calls for parking anywhere in the
Country that offers the RingGo pay by card parking scheme
will only require you to provide very limited information such as
the location number of the car park in which you are parked and how
long you want to park for.
You can simply top up your parking or even receive a text to
remind you that your time is nearly up so you never need to rush
back to your vehicle or risk being issued with a Penalty Charge
Notice for being late back and overtime. You can even
received a VAT receipt if required!
More information and registration can be done on the RinGo
website at
http://www.myringgo.co.uk/
or you can register when making your first call to pay for your
parking on 01229790012.
Disabled badge holders may park free of charge in any pay and
display bay for a maximum period of 3 hours whilst displaying
their disabled badge and clock.
Check the expiry time and return to the vehicle prior
to that time.
It is recommended that the pay and display ticket is attached,
using the adhesive backing, to the front windscreen of the vehicle
so that all details printed on it are visible from outside.
It has been found that pay and display tickets lying on the
dashboard can be blown to the floor by the action of closing the
vehicle door.
The vehicle must be parked wholly within the markings
of a bay.
Contract Car Parks
Only vehicles with a valid Contract for that specific Car Park
may park on the Contract Car Parks.
The Contract holder should ensure that the valid Contract is
clearly visible in the windscreen of the vehicle at all
times.
Contractors/Workmen
A Contractors Waiver is available at the Town Hall at a cost
of £6.00 per day to enable unrestricted parking when working in a
town centre property. Waivers are available either on a daily
basis or in a block of 5 to be used as and when required.
Yellow Lines
Never park on them unless you are
loading/unloading (meeting the legal loading requirements mentioned
in the "Loading Bays" section above) or have a valid disabled badge
which allows you to park for up to three hours.
Contractors or workmen doing work in the town with a £6.00
waiver could also qualify.
In all cases you can only park on yellow lines if you are not
causing an obstruction.
Clamping
At the present time, Barrow Borough Council do not clamp and
remove vehicles. However, if a vehicle is
causing an obstruction for example, the Police may have the vehicle
removed.
