Barrow Borough Council has made new Dog Control Orders under
the Clean Neighbourhoods and Environment Act 2005 which will come
into effect on 30th June 2008 and will affect dog owners in the
borough.
Dog Control Orders will require dog owners to:-
- Clear up when a dog has fouled
- Keep dogs on a lead in some areas
- Put dogs on a lead when asked to do so
- Keep dogs out of some areas
A summary of the Notice appears below.
Dog Control Order One: Removing Dog Faeces
This Order requires people in control of a dog to immediately
remove faeces deposited by their dog on all areas of land which are
open to the air and to which the public are entitled or permitted
to have access within the administrative area of Barrow-in-Furness
Borough Council.
Dog Control Order Two: Keeping Dogs On Leads
This Order requires people in control of a dog to keep it on a
lead in the following areas:
- Highways, footways or footpaths maintainable at the public
expense.
- Any grass verges managed by the local authority and which are
adjacent to any carriageway or footway of any highway.
- Any road subject to a 40 mph speed limit or less to that part
of the carriageway of a highway that forms part of the gutter.

- And the following areas:-
- The Public Park
- Vickerstown Park
- Cavendish Park
- The grassed area between Ship Street and Barque Street
- The grassed area between Brig Street and Schooner Street
- Hindpool Urban Park
Dog Control Order Three: Keeping Dogs On Leads When
Directed
This Order requires people in control of a dog to put and keep
the dog on a lead when told to do so by an authorised
officer.
This Order applies to all areas of land which are in the
administrative area of Barrow-in-Furness Borough Council and which
are:-
- open to the air and
- to which the public are entitled or permitted to have
access.
Authorised Officers are:-
- Environmental Health Personnel
- Police Community Support Officers
- Neighbourhood Wardens
- Park Rangers
- Streetcare Officers

Dog Control Order Four: Excluding Dogs From Land
Dog Control Orders are already in force prohibiting dogs from
entering all fenced and equipped children's play areas
This new Order adds a further 4 areas to that list. They
are:-
- The Village Green, Lindal-in-Furness
- The Community Garden, adjacent to Chequers Hotel, Abbey Road,
Dalton
- Enclosed children's play area in Hindpool Urban Park, Duke
Street, Barrow-in-Furness
- Marsh Street Arches Garden Project, Barrow-in-Furness
Barrow Borough Council intends to enforce the Dog Control
Orders by means of Fixed Penalty Notices.

Environmental
Health Personnel, Police Community Support Officers, Neighbourhood
Wardens, Park Rangers and Streetcare Officers are all authorised to
issue Fixed Penalty Notices to any person in control of a dog who
contravenes a Dog Control Order.
The amount of the Fixed Penalty Notice will be
£75
Failure to pay the fine within 14 days may lead to prosecution
in the Magistrate's Court.
