The Local Plan is a statutory document prepared by the Borough Council, which forms part of the development plan for the Borough. It sets out its planning policies for the development and use of land. Together with the Cumbria and Lake District Joint Structure Plan and Cumbria Minerals and Waste Local Plan, both prepared by Cumbria County Council, it formed the statutory Development Plan for the area. A number of Structure Plan policies have been cancelled, however, along with all Minerals and Waste Local Plan policies. (See http://www.planningcumbria.org/).
 
As a result of the Planning and Compulsory Purchase Act 2004, the national system for producing planning policy documents changed and the 'old' development plan system of a County Structure Plan and Borough-wide Local Plan was replaced by a 'new' system comprising a Regional (Spatial) Strategy and a Local Development Framework (LDF).
At this time older style development plans and supplementary planning guidance were formally saved, to be gradually replaced by new documents in the LDF.

The Local Plan saved* by Barrow Borough Council consists of:

As of 28 September 2007, Policies A2,  D14,  F17 and G11 of the Local Plan Review were cancelled; and as of the 2 June 2009, Policy B2 of the Housing Chapter Alteration 2006 was also cancelled.

The adoption of the Barrow Port Area Action Plan Development Plan Document (AAP) on 12 July 2010 has resulted in the cancellation of Policy A15 of the Local Plan Review and the superseding in part of a number of other saved policies. The Barrow Port AAP supersedes all the Local Plan allocations with in the AAP Area, apart from the Ground 'Water Protection Area Relating to the Major Aquifer'.

The forthcoming Local Plan

Introduction of the Localism Act 2011 and the National Planning Policy Framework in March 2012, resulted in further significant changes to the national system for producing planning policy documents. Local Planning Authorities are now required to produce a Local Plan rather than a Local Development Framework. The Council intends to produce a single document which will contain the strategic policies, land allocations, development control policies and a proposals map. We are working towards this now and the timetable for the production of the new Local Plan can be seen in the Council's Local Development Scheme (January 2013).

Viewing the Saved Local Plan

 
The saved Local Plan, in the form that it was adopted in 2001 and formally Altered in 2006, can still be seen below as a static version of the text and maps. Care should be taken viewing these documents as a number of the policies and allocations they show are now superseded. The maps also only show the constraints as they existed when the Plan was adopted in 2001 (or Altered in 2006). They are provided for reference only.

The Development of the saved Local Plan

The Council first adopted a Borough-wide Local Plan in November 1991. The nominal end date for the Plan was 1996 and a comprehensive Review of the document was carried out resulting in the Barrow-in-Furness Borough Council Local Plan Review 1996-2006, which was adopted on 24 August 2001. The housing chapter of the Local Plan Review was subsequently amended and this 'Housing Chapter Alteration' was adopted on 2 June 2006. The stages of the Alteration leading to its formal adoption are set out below for information.
 

Issues Paper & Deposit Versions

An altered housing chapter was placed on First Deposit on the 4th May 2004 for a six week period ending on the 18th June. A copy of this document is available to download below.
Following publication of the First Deposit, the Council considered the representations received in response to that document. It agreed to a number of further changes and issued a Second Deposit version of the alteration for a six week period ending on 10th December 2004. A copy of this document is available to download below.

Public Inquiry & Inspector's Report

 
A Public Inquiry was held into the outstanding objections to the proposed alteration in April 2005. The Inspector's Report following the Public Inquiry was issued in July 2005.

Proposed Modifications

 
The Council considered its response to the Inspector's Report in January 2006 and advertised that it did not intend to accept all of the Inspector's recommendations and also proposed to make further modifications. Representations on these modifications were invited during the period 10 February 2006 and 17 March 2006. The proposed modifications, together with the Council's responses to the Inspector's recommendations, are set out in the Statement of Reasons and Decisions below. There is also a copy of the draft Housing Chapter Alteration showing the proposed modifications.

The Council considered its response to the representations received in respect of the proposed modifications in April 2006 and advertised its intention to adopt the proposals after 1 June 2006.

Adoption
