It is important to remember that building regulation requirements are different from planning permission requirements and one or both types of consent may be required for a particular building or structure.
The Local Development Framework Section is responsible for preparing the statutory planning framework for the Borough (the 'Development Plan') and the associated planning policy and design guidance.

They also include requirements to ensure that fuel and power is conserved and facilities are provided for people, including those with disabilities, to access and move around inside buildings. The Building Control section oversee the building regulations within Barrow Borough. You will need permission for most new buildings and internal alterations to buildings. The building regulations cover the constructional details of how a building is built or altered. So if planning controls what can be built and where, building control covers how something is built. Areas covered include structure, fire safety, drainage, resistance to passage of sound, conversation of fuel and power, ventilation and electrical safety.

The Development Control service deals with the processing of planning applications, taking account of regional and local policy and government guidance and legislation and the individual merits of each scheme. The purpose of the Development Control Service is to protect amenity and the environment in the public interest. It is not designed to protect the interests of one person over another. The section also deals with the enforcement of planning control, appeals against planning decisions, tree preservation issues, adverts and listed buildings consent.
